The project began with tours of existing Larkin facilities in communities of similar sizes. The tours helped educate the pool committee on potential features, pool configurations, and size of facility. Larkin also performed a Community Needs Assessment through public forums to discuss the desires of the community. The results included the development of a concept plan that emphasizes open water areas and shallow play areas.
In July 2009, voters approved funding for the aquatic center. The accelerated design/construction schedule was successful with a 2010 Memorial Day opening.
